The Ministry of Digital Transformation drives the development of artificial intelligence in Ukraine. In June 2024, the ministry published a White Paper outlining Ukraine’s approach to AI regulation. The framework is based on a bottom-up approach.

  • Supporting Business Competitiveness

    We provide businesses with tools to prepare for future legislation and the requirements of the EU Artificial Intelligence Act, as well as for entry into the European market.

  • Protecting Human Rights

    We monitor human rights compliance, minimize risks, and prevent the malicious use of AI.

  • European Integration

    The approach creates favorable conditions for access to European markets and the development of responsible AI systems in Ukraine. Adapting the EU AI Act is a key step in integrating Ukraine into the EU.

How It Works

The bottom-up approach moves from small to large. It has two stages:

  • Stage One: Engage in dialogue with stakeholders, consider industry interests, and provide companies with tools to prepare for global standards. This stage establishes a culture of self-regulation, where companies voluntarily commit to developing standards and responsible AI practices and integrating them into their products.

  • Stage Two: Adopt a Ukrainian law analogous to the EU AI Act.
