One year after the adoption of the Sandbox resolution: first results

A year has passed since the adoption of the resolution of the Cabinet of Ministers of Ukraine, which introduced the Sandbox pilot project – a joint initiative of the Ministry of Digital Transformation of Ukraine and the Ukrainian Startup Fund. The experiment was created to test AI and blockchain technologies in a safe environment and develop new approaches to their regulation.

Although the Sandbox resolution came into force in the fall of 2024, the actual launch took place in June 2025. This was necessary to create the project architecture, launch electronic offices for participants and experts on the Ukrainian Startup Fund portal, and form a team of experts.

As a result, the team is presenting outcomes produced in less than six months of active work – yet even within this short period, the Sandbox has demonstrated high demand among innovators and strong potential for advancing technology development in Ukraine.

A team of 25 specialists is working on the implementation of the Sandbox, including the project manager, administrator, communications managers, 11 lawyers of various specializations, 3 business analysts, a cybersecurity expert, and 6 experts in AI and blockchain technologies.

Expert support is structured across three key areas:

  1. Legal — general legal audit, personal data audit, IP audit, assessment of compliance with the EU AI Act, and evaluation based on the HUDERIA methodology.

  2. Technical — comprehensive technological expertise of AI and blockchain solutions, and cybersecurity audits.

  3. Business — analysis of the startup’s business model and financial viability.

The Sandbox operates as a secure testing environment: all company data is confidential, and experts work under NDAs.

A key feature of the Sandbox is the opportunity for participating companies to interact with relevant government bodies and receive direct feedback and recommendations from regulators responsible for the sector in which the solution is being developed.

In the first months of operation, more than 30 applications were submitted by developers working on AI and blockchain solutions. Currently, 6 companies are actively collaborating with the Sandbox team, 7 are undergoing authorization, and 2 have already completed their participation: Artellence (AI solutions for OSINT) and Knowledgegator (a machine learning platform).

By the end of 2026, based on the results of the experiment, the project team will submit a comprehensive report to the Cabinet of Ministers of Ukraine, along with proposals for improving legislation and other regulatory acts in the relevant fields. Additionally, experts are preparing recommendations for developers and government bodies, informed by the practical experience of Sandbox participants.
