+14 spots in a year: Ukraine rises in the global AI ranking

Ukraine is steadily moving toward global tech leadership. In just one year, we climbed 14 positions in the Government AI Readiness Index 2025 by the UK-based agency Oxford Insights.

Ukraine now ranks 40th out of 195 countries and is among the top ten AI developers in Eastern Europe. In some areas, we are among the world leaders in the ranking.

• 99.63% — record level of digitalization of government services

• 92.25% — legislation aligned with international standards

The defense cluster also plays a key role in technology development. We are actively integrating digital solutions in AI for defense purposes.

This year has been a turning point for AI in Ukraine. We established the WINWIN AI Center of Excellence, delivering tangible results. In just nine months:

• Diia.AI, the world’s first national AI assistant for public services, launched on the Diia portal.

• Work began on a Ukrainian large language model and AI Factory infrastructure.

• Sandbox for AI and blockchain development became operational.

• AI is already integrated into Mriia, Diia, other Ministry of Digital Transformation ecosystem projects, and government processes.

More is ahead. We will present the AI Development Strategy by 2030, launch an AI assistant in the Diia app, and unveil the national language model. Our mission is to be among the top three countries worldwide in AI adoption in the public sector.
