Our goal is to launch AI in the Diia app: an interview with Dmytro Ovcharenko for DOU
For more than three weeks, Ukrainians have been using Diia.AI, the world’s first national AI assistant, which provides government services at scale. Today, users can request an income certificate through Diia.AI, and the number of available services will expand over time.
“Today, Ukraine is among the world’s top five leaders in digitalizing government services. Next, we plan to introduce new capabilities, including proactive services. For example, if someone wants to register as an individual entrepreneur, the assistant will suggest available grants. If a student enrolls in a university, it will help find international programs supporting education,” said Dmytro Ovcharenko, Technical Director of the WINWIN AI Center of Excellence at the Ministry of Digital Transformation, in an interview with DOU.

Statistics show that 70% of all requests in Diia are for 20 core government services. That’s why the launch will start with the top ten most requested services. In the future, services working exclusively in chat may also be integrated into Diia.AI, Dmytro Ovcharenko noted.
“Our goal is to implement Diia.AI in the mobile app. This is the biggest challenge, because the portal has 6 million users per year, while mobile usage exceeds 22 million users. We expected a monthly load of 150,000 requests to the assistant on the portal. Today, it’s already clear that it will reach 300,000. If even 25% of users interact with the AI assistant, the load will be enormous. The greatest challenge is scaling the architecture, integrating with registries, managing the load, and, most importantly, ensuring security,” emphasized Dmytro Ovcharenko.
