A global case study from Google: How Ukraine is building AI agents based on Gemini Flash

Ukrainian AI technologies are once again in the spotlight of global tech leaders. Google has published a case study on Google AI Studio about how the Ministry of Digital Transformation is implementing artificial intelligence to make public services more convenient and more human-centered.

 

For Google, Diia is an example of how digital ecosystems can scale to 23 million users. For our partners, the key value lies in how we combine bold innovation with strong data protection. Ukraine is not only making government services more accessible — it is building an agentic state where artificial intelligence serves as a reliable assistant in interactions between people and government.

 

Why Ukraine is a showcase in AI?

• AI-agent. Diia.AI has simplified access to government services for citizens. There is no longer a need to search for services independently. The assistant provides guidance on more than 150 services available on the Diia portal, understands natural language, and helps users order their first service — an income certificate.

• Gemini Flash. Our team used the Gemini Flash model deployed on the Vertex AI platform. This made it possible to combine high processing speed, a deep understanding of the Ukrainian language, and government-grade personal data protection.

• Data security is our priority. We implemented a complex architecture based on the isolated-environment principle—a secure barrier between the user and the model, known as a gateway. The AI does not have access to raw personal data, and all responses are generated exclusively on the basis of anonymized information.

• Results in numbers. Demand for the AI assistant has been significant: in the first two weeks alone, 20,000 users sent 64,000 messages. On the day of release, one-quarter of all income certificates were requested through the AI chat.

 

What is Vertex AI? It is an enterprise cloud platform where we directly deploy models, such as Gemini, to users in Ukraine. It provides government-grade data protection and ensures that all information remains confidential.

What is Google AI Studio? It is Google’s professional platform for developers to test the most advanced artificial intelligence models, including the Gemini family.
