
A year of AI-driven transformation: What has changed for millions of Ukrainians and the state
One year ago, the Ministry of Digital Transformation launched the WINWIN AI Center of Excellence — Ukraine’s first government hub for developing and deploying artificial intelligence. Over the past year, Ukraine has climbed 13 places in the global AI ranking by Oxford Insights, which measures how governments integrate AI into public administration. We are not simply adopting technology. We are building an agent-based state — one where AI takes over routine tasks and people receive services in seconds.
What changed for you over the past year
Public services without waiting

Diia.AI chat-based services. With Diia.AI, Ukrainians can get consultations — and even fully completed services — directly through chat. A personal assistant is now available on the Diia portal. It does more than advise; it handles routine tasks. For example, if you type, “Get an income certificate,” the AI agent automatically fills in the data and sends the document to your email and personal account on the portal. More than 200,000 Ukrainians have already experienced AI-powered interaction with the state.

Instant Diia support. Previously, human operators could not process requests in real time. Now, an AI consultant resolves more than 90% of inquiries across more than 165 services. It responds in about five seconds, distinguishes between multiple services within a single conversation and has already helped more than 1 million Ukrainians quickly resolve their issues.
The state is moving faster, too

Outpacing bureaucracy. Digital document review now takes 72 hours instead of weeks, allowing legal teams to focus on more complex tasks.

Faster talent recruitment. AI tools have reduced hiring time by 45%, while onboarding for new team members is now supported by a 3D avatar.
The biggest breakthroughs are still ahead
To accelerate AI development even further, we have launched three foundational national projects that will be presented this year:

A national large language model (LLM) to strengthen the security and quality of AI-powered government, defense, education and business products.

AI Factory infrastructure, providing powerful resources to scale AI across defense, science and business.

An AI development strategy up to 2030, with a clear roadmap to place Ukraine among the world’s top three countries for AI integration.
Looking to 2026: Voice, courts and the path to the EU
We are building an agent-based state that anticipates users’ needs. Together with our partners — Google, Meta, NVIDIA, ElevenLabs and Deloitte — we are laying the foundation for sovereign AI and creating even more advanced products.
What’s next:

AI assistant in the Diia app. Diia.AI will soon be available on smartphones, making services even easier and faster through natural dialogue.

The voice of the state. In partnership with ElevenLabs, we are preparing voice-based public services so citizens can request services and receive consultations by voice.

Accelerating EU integration. Ukraine is developing an AI tool to analyze 30,000 EU legal acts — a task that would take lawyers decades but can be completed far more quickly with artificial intelligence.

Citizen-focused justice. AI will help court employees process cases faster, making the justice system more transparent and accessible to citizens.
