Artificial Intelligence in courts and Diia - strengthening international partnerships with AI

10/03/2026
In parallel with the development of the national LLM, we are starting to create small language models for specific industries. We will work on this with Beyond.pl, a leading company in the field of AI infrastructure and a partner of Nvidia.

The company will provide computing power (GPUs) for training models powering government AI products. This will allow us to train our systems in a secure, high-performance, and scalable artificial intelligence environment without the risk of data leakage.

Together, we will be working on:

● developing and testing AI models in courts, which will help shape draft court decisions and speed up the consideration of cases for citizens,

● developing Diia AI LLM — a language model for AI services in Diia, trained on specific data about government services.

“Building local models is one of the main trends in artificial intelligence. Small models will help adapt AI to the needs of specific areas and use resources more efficiently”.

Danylo Tsvok, Chief AI Officer at the Ministry of Digital Transformation and CEO of WINWIN AI Center of Excellence.

Beyond.pl is also partnering with Ukraine to build a state infrastructure for AI - AI Factory, which will help design secure data centers. A separate area of cooperation is training our specialists to work with advanced infrastructure.

“The WINWIN AI Center of Excellence will have access to DGX B200 and NVIDIA Run:ai capabilities — we will implement similar technologies at the Ukrainian AI Factory, which we will launch later this year. Through our collaboration with Beyond.pl, our team will be able to familiarize themselves with these technologies in practice in advance".

Dmytro Ovcharenko, AI CTO at the Ministry of Digital Transformation and CTO at WINWIN AI Center of Excellence.

“The use of AI tools in public administration is a natural next step in the digital transformation of the state, with real potential to improve efficiency, resilience and the quality of public services. In today’s geopolitical environment, the ability to build sovereign AI solutions, fully controlled by the state, is no longer optional but strategically essential. Within this partnership, Beyond.pl delivers not only advanced GPU computing power, but also unique, regional expertise in designing and operating AI Factories. It is an honor to support the ambitions of the Ministry of Digital Transformation in Ukraine who are taking a strong position leading the country in its digital transformation journey and concurrently positioning Ukraine as an AI champion in the region”.

Wojciech Stramski, Beyond.pl CEO.

Beyond.pl is the first commercial AI Factory operator in Central and Eastern Europe (CEE)and an NVIDIA partner, delivering advanced GPU-based computing environments for large-scale AI training and inference. The company operates a highly secure, energy-efficient data center campus that enable organizations to develop and deploy AI solutions while maintaining full control over data, intellectual property, and regulatory compliance.
