Ministry of Digital Transformation begins working with NVIDIA to build sovereign AI in Ukraine

The Ministry of Digital Transformation, together with NVIDIA, the world leader in AI computing infrastructure, is launching an initiative in the field of AI. The goal is to build a sovereign AI state with its own infrastructure and strong AI talent. The company's expertise will help launch revolutionary and secure AI services for the public and defense sectors.

Building sovereign AI is a matter of national security and data protection, especially in wartime conditions. Our collaboration with NVIDIA gives us access to the world’s best AI infrastructure and expertise to build a resilient AI ecosystem and transform Ukraine into an agentic state.

The key areas of the initiative will be:

• support in building a national infrastructure based on NVIDIA AI infrastructure 

• talent and education development in the field of artificial intelligence

• joint research and development (R&D) projects

• support for the startup ecosystem

The first joint project will be the development of Diia AI LLM — a sovereign model adapted to Ukrainian legislation, public services, and citizens' needs. All AI services in the Diia ecosystem will run on Diia AI LLM, including the AI assistant already presented on the portal, the future AI assistant in the mobile application, and internal AI solutions for the government.

As part of the first project, Ukraine will receive:

• Access to NVIDIA's specialized software stack for developing AI products — from infrastructure to software

• Technical expertise that will accelerate model training and reduce costs

• Consultation and technical advisory support from the NVIDIA team, including engagement with NVIDIA experts through structured workshops and architecture review sessions

As a reminder, the Ministry of Digital Transformation is already working on AI Factory — a Sovereign artificial intelligence factory. This initiative will leverage NVIDIA accelerated computing to build a national infrastructure for critical state AI services. This is part of our WINWIN Digital Innovation Development Strategy for Ukraine until 2030, as we are laying the foundation to become one of the top three global leaders in AI.
