Regulating Artificial Intelligence in Ukraine: Presenting the White Paper
The White Paper provides a detailed description of the approach to regulating artificial intelligence in Ukraine.
Thanks to this document, companies will be able to understand how to prepare for future AI legislation and create products that are safe for citizens.
The developed approach takes into account the interests of all key stakeholders — citizens, businesses, and the government. The main goal is to protect the rights of Ukrainians without stalling the development of innovation. Thanks to this approach, Ukrainian companies will be able to become more competitive and expand into international markets. For the government, it is an opportunity to integrate into the EU by synchronizing its AI legislation with European standards.
"Any drastic moves regarding innovation may slow down the development of the sector. That is why we have chosen a soft approach to establishing regulation in Ukraine, which will be implemented according to the bottom-up principle: first, we prepare companies for the requirements, and then we adopt a law analogous to the European AI Act. At the first preparatory stage, businesses will receive tools from the state to help them prepare for the future legislation in advance," said Oleksandr Bornyakov, Deputy Minister of Digital Transformation.
Among the tools that the state will provide to companies are general and sectoral recommendations for various fields and aspects of AI usage: from education and journalism to advice on personal data processing. In addition to recommendations, it is planned to create voluntary codes of conduct, a legal assistance platform for businesses, a regulatory sandbox for testing high-tech products for compliance with future requirements, and more.
