Artificial intelligence and human rights: recommendations for responsible AI use presented
The Office of the Ombudsman, the Ministry of Digital Transformation, and the EU-funded EU4DigitalUA project presented recommendations for respecting human rights and processing personal data in the field of AI.
First and foremost, this concerns protecting the right to privacy during the implementation and application of this technology. The main goal of the document is to familiarize Ukrainian companies and government agencies with the rules of ethical use of artificial intelligence to prevent human rights violations.
"Human-centricity in creating AI products should become a new priority in the field of artificial intelligence. Our current task is to boost technology development while simultaneously creating safeguards that will keep it under human control. The presented recommendations are part of implementing this plan," noted Oleksandr Bornyakov, Deputy Minister of Digital Transformation of Ukraine.
The methodological material describes international principles of interaction with artificial intelligence and legal regulation of AI in the EU and USA. It also addresses issues of artificial intelligence governance in accordance with national and international legislation requirements.
"Understanding the principles that should guide developers and companies working with AI is important for building trust in electronic services in Ukraine. Recommendations in the field of personal data protection will help strengthen awareness and prevent violations of the right to privacy," notes Yulia Derkachenko, Representative of the Commissioner for Information Rights of the Secretariat of the Commissioner of the Verkhovna Rada of Ukraine for Human Rights.
The document contains guidelines for companies on interacting with AI-based systems. A separate focus is ensuring personal data protection.
"Developing recommendations is the first step towards ethical use of AI in Ukraine. This initiative emphasizes the desire not only to use technological achievements, but to do so with special attention to protecting human rights, particularly the right to privacy," emphasized Andriy Nikolaev, key expert on personal data protection of the EU4DigitalUA project.
The document will become an important step in implementing the Roadmap for artificial intelligence regulation in Ukraine. The next stage involves developing more specific guidelines focused on individual issues related to AI. Also planned is the creation of a methodology for assessing AI impact on human rights, a regulatory sandbox, voluntary codes of conduct for business, and a White Paper on AI regulation.
