
Ministry of Digital presented analytics of AI sectoral direction within WINWIN
Ukraine has all the prerequisites to become one of the leaders in artificial intelligence development and implementation in the world. Highly qualified specialists, increasing number of AI educational programs, high level of open data, developed AI research ecosystem — this is only part of the steps that are already forming Ukraine's new AI ecosystem.
To turn this potential into reality, the Ministry of Digital Transformation launched WINWIN AI Center of Excellence — the first flagship project in this field — and publishes "Sectoral Direction Analysis and Primary Vision of AI Sphere Development" within Ukraine's Digital Development and Innovation Strategy WINWIN.
The document defines key AI development directions, and WINWIN AI Center of Excellence will become a platform for testing and scaling technologies. Additionally, the Ministry of Digital Transformation team is actively working on creating a program document for AI development until 2030.
"Ukraine has all the prerequisites to become a regional artificial intelligence cluster, and WINWIN AI Center of Excellence is an important institutional step in this direction. We unite experts, open access to resources and innovations to implement AI solutions in key spheres: public administration, defense, medicine, education and business. AI implementation is extremely important for modernizing government processes, improving management efficiency and strengthening economic stability. This allows Ukraine to quickly respond to global challenges and ensure competitiveness on the world stage. Thanks to international cooperation and promoting the development of Ukrainian-language AI products, we are forming a powerful technological ecosystem that will help strengthen Ukraine's digital sovereignty and make it a leader in AI innovations globally," noted Valeria Ionan, Deputy Minister of Digital Transformation for European Integration.
AI solution implementation will create new opportunities for developing Ukraine's strategic economic sectors. For example, in the defense sphere, AI will help automate weapons systems, drones and reconnaissance, which will increase military operation security and strengthen defense capabilities. In cybersecurity, algorithms will predict threats and prevent attacks, ensuring reliable protection of critical data and digital infrastructure. In medicine, AI will allow improving diagnostics, medical data analysis and creating intelligent prosthetics with nervous system integration.
"Our mission is to enter the top-3 countries by AI development and integration level in the public sector by 2030. We start with AI transformation of the state and defense, over time AI should become part of every strategic sphere — from medicine to education. Developed AI will increase our GDP, strengthen the country's defense capabilities and transform Ukraine into a digital state with the most convenient services for citizens and business," noted Oleksandr Bornyakov, Deputy Minister of Digital Transformation for IT Development.
On the path to implementing this strategy, challenges arise, including: low level of AI innovation funding, lack of AI infrastructure, brain drain of personnel and scientists, outdated educational programs, as well as high AI company competition in the global market.
Therefore, to overcome obstacles and realize AI potential, it's necessary to launch a series of innovative projects that will allow testing the latest technologies in real conditions and promote their integration into key economic sectors.
- creating educational programs for AI specialist training, particularly supported by business and AI research centers;
- developing technical infrastructure: innovation hubs, technoparks, startup incubators, national platforms for big data analysis, etc.;
- increasing government support, effective regulation and financing, particularly through developing a sector development strategy and specialized legislation, providing grants for startups, creating government programs for AI integration in the public sector;
- developing international cooperation through membership in international AI organizations, partnerships with international companies and research centers, promoting Ukrainian companies and products in international markets.
Among key initiatives for achieving set goals:
- WINWIN AI Center of Excellence — a center of excellence for AI development and integration at the Ministry of Digital Transformation, which creates AI products for the public sector and defense and stimulates AI implementation in key industries;
- Government BI — a Big Data and AI-based system for making informed management decisions in the public sector;
- Sandbox for AI and blockchain startups — a project within which AI development companies can test innovative products with state and independent expert support.
The sectoral direction analysis and primary vision of AI sphere development is an important component of WINWIN, aimed at developing AI technologies and strengthening Ukraine's positions in the global AI industry.

The AI sectoral direction analysis and primary vision of industry development was developed by an expert group at the Ministry of Digital Transformation of Ukraine with assistance from the "Digitalization for Growth, Integrity and Transparency" (UK DIGIT) project, implemented by the Eurasia Foundation and funded by UK Dev.
The Digital Development and Innovation Strategy until 2030 was created on the initiative of the Ministry of Digital Transformation of Ukraine in cooperation with the Ministry of Education and Science of Ukraine and the Better Regulation Delivery Office BRDO, with support from the USAID "Cybersecurity of Ukraine's Critical Infrastructure" Project. Sectoral strategies are structured with support from the Good Governance Fund "Innovation Ecosystem" project, funded by UK International Development.
