
AI regulation: Ukraine on its path to the EU
Ukraine and the European Union are working together to build a reliable, human-centered AI ecosystem that reflects European values and ensures transparency and innovation in Ukraine’s digital transformation.
In July 2025, the Ministry of Digital Transformation launched a strategic partnership supported by the European Commission under the EU4Digital Facility initiative. The goal is to align Ukraine’s national approach with the EU Artificial Intelligence Act (EU AI Act), the world’s first comprehensive regulatory framework for artificial intelligence.
On October 7, the first stage of cooperation took place — the launch of a series of workshops that brought together more than 150 participants from the Ministry of Digital Transformation, the Verkhovna Rada of Ukraine, the Ministry of Economy, the Ministry of Education and Science, the Ukrainian National Office for Intellectual Property and Innovations, the Ombudsman’s Office, the State Service of Special Communications and Information Protection, the Ministry of Defence, the National Commission for the State Regulation of Electronic Communications, the civic sector, academia, and business. This step is crucial for the gradual implementation of the AI acquis adaptation roadmap.
According to the White Paper on AI Regulation, Ukraine is implementing a bottom-up approach in two stages:
– By 2027, fostering a culture of self-regulation and ethical AI use.
– By 2030, adapt EU integration standards on artificial intelligence at the legislative level.
Collaboration with EU4Digital will provide Ukraine with the necessary expertise to transpose the EU AI Act into national legislation and to develop effective AI governance mechanisms.
