Government expands Ministry of Digital powers: new resolution on robotics, AI and semiconductor technologies

06/04/2025

The Government adopted a resolution that defines main development directions in robotics, unmanned systems, artificial intelligence and semiconductor technologies in Ukraine.

The document provides for expanding the functions of the Ministry of Digital Transformation — from now on, the Ministry of Digital will be responsible for policy formation in robotics, artificial intelligence, and semiconductor technologies.

The Government resolution will enable ensuring the country's technological independence and promote the development of domestic industry. It will also create opportunities for supporting Ukrainian technology developers and implementing innovative robotic and unmanned solutions.

The resolution is also part of implementing Ukraine's Digital Development and Innovation Strategy until 2030 (WINWIN), particularly in developing the semiconductor industry and internal infrastructure for artificial intelligence.

What will change:

  • Legal regulation: established requirements for technology suppliers that will ensure data protection and solution efficiency in robotics and unmanned systems.
  • Scientific research support: promoting the development of scientific research, educational and training programs in robotics, unmanned systems and AI.
  • Business support: financial support for companies working in robotics, drones, AI and semiconductors.
  • Focus on microelectronics: development of domestic semiconductor production. Creation of an innovation cluster in microelectronics is planned.
  • Development and implementation of AI in Ukraine, particularly in public administration and security.
  • Creating a platform for rapid market entry of Ukrainian technological solutions.
  • Implementation of testing and certification system for innovative technologies, which will allow rapid adaptation of the latest solutions. Creation of infrastructure for testing and demonstrating technologies is planned.

So, with the adoption of the resolution, Ukraine will have more opportunities for creating robotic and unmanned solutions that can be used not only in industry, but also in everyday life — from medical robots to autonomous vehicles. Additionally, the resolution will help improve the investment climate, which will allow attracting international companies and startups for cooperation with Ukrainian enterprises, and will bring Ukraine closer to European Union standards in innovation and digital technologies.
