Artificial intelligence regulation in Ukraine: presenting the roadmap
The roadmap for artificial intelligence regulation in Ukraine will help Ukrainian companies prepare for the adoption of a law analogous to the European Union's AI Act, and citizens will learn to protect themselves from AI risks.
Thanks to the developed approach to artificial intelligence regulation, Ukrainian business will become more competitive and gain access to global markets, while the state will be able to integrate into the EU.
An important focus is the rights of Ukrainians in digital space. Artificial intelligence develops daily, so our goal is to create a safe environment where AI will help society rather than create additional threats.
"Ukraine should lead the AI trend in the world. Understand what's happening, react quickly, and have its own strategy. It's impossible to talk about a digital state if we don't form progressive policy towards artificial intelligence and an agenda for the world. Already today in Ukraine, AI is actively used in various directions. The use of artificial intelligence in military technologies is especially important. It helps record the movement of occupiers' equipment and personnel, shoot down enemy missiles, more effectively guide UAVs to targets, and so on. Work on the regulatory framework for AI is important for the country's development and will allow us to move faster in this direction," noted Deputy Prime Minister for Innovation, Education, Science and Technology Development — Minister of Digital Transformation Mykhailo Fedorov.
The implementation of artificial intelligence regulation is based on a bottom-up approach, which involves movement from smaller to larger: first we will provide business with tools to prepare for future requirements, and after that the law will be adopted. The approach takes into account the interests of all key stakeholders and allows finding a balance between business interests and protecting citizens' rights.
"Forming a culture of business self-regulation is planned through several ways. In particular, by signing voluntary codes of conduct that will testify to the ethical use of AI by companies. Another tool is the White Paper, which will familiarize business with the approach, terms and stages of regulation implementation. Publication of recommendations — general and sectoral — is also planned to answer questions about what and how needs to be done to prepare for law adoption," emphasized Deputy Minister of Digital Transformation Oleksandr Bornyakov.
Specialized business, scientists and educators from the AI expert committee at the Ministry participated in developing the roadmap. At the committee's initiative, a strategic session was conducted with participation of representatives from Ukrainian companies in the artificial intelligence field.
