Ukrainians will be able to communicate with the government by voice thanks to AI
At the ElevenLabs Summit in London, the Ministry of Digital Transformation’s Chief AI Officer, Danylo Tsvok, presented the first versions of voice-enabled services that will soon become available to millions of Ukrainians.
Voice technologies represent a new stage in interaction between citizens and the state. Speaking on the summit’s main stage, Tsviok explained how AI-powered voice technologies will make government services more human-centered and inclusive.
ElevenLabs is a global technology leader whose solutions enable highly accurate voice generation and cloning. This expertise will now serve Ukrainians as well.
What will change? Digital products will no longer be just interfaces. Through cooperation with ElevenLabs:
-
Public services will become more human-centered. Diia and other government products will gain a voice, enabling them to communicate with users, provide guidance, and offer real-time assistance.
-
Services will become more accessible for everyone. Voice functionality is another step toward barrier-free public services, allowing people with visual impairments to access government services conveniently and independently.
Demo versions of two upcoming voice AI products were already showcased at the summit. These solutions are expected to set an example globally and help millions of Ukrainians.

We thank Mati Staniszewski, Oswin Kruger, Pieris Christofi, and the entire ElevenLabs team for their strong focus on partnership with Ukraine. Together, we are building a state where technology makes life more convenient for every citizen.
