The Path to AI Development by 2030: Review the Draft Strategy and Provide Feedback

Ukraine aims to become one of the world’s top three most advanced countries in terms of artificial intelligence adoption. This is a matter of our resilience, security, and economic development.

We are releasing the draft AI Development Strategy through 2030, developed in collaboration with international partners, public sector institutions, business, and the AI community. Join the discussion and help shape the future of artificial intelligence in Ukraine.

"Ukraine aims to be among the top three countries in the development of artificial intelligence in the public sector by 2030. We see the direct value of this technology for defense, public administration, education, science, and other sectors. The strategy is a vision of how to effectively use AI in these and other areas critical to the country," said Acting Minister of Digital Transformation Oleksandr Bornyakov.

How AI will transform key areas:

  • An Agent-Driven State: AI agents will replace traditional online services. This means that Diya.AI will become your personal assistant, capable of finding the right service or filling out a form on its own. AI will take over the routine tasks of civil servants—analyzing documents and preparing reports—so that decisions can be made faster.

  • Technological Advantage in Defense: The top priority is rapid data analytics from the battlefield and autonomous systems. We plan to create a unified platform for coordinating development efforts, an AI assistant for strategic decision-making by command, and more.

  • Education and talent: Working with AI will become a basic skill, like reading or writing. The Mriya app will become the student’s primary AI tool, featuring a personalized learning program. Another key focus is developing the professional community. The goal is to train 50,000 highly qualified AI specialists in Ukraine and make AI accessible to every student.

  • Economy and Business: We want to quadruple the number of Ukrainian AI companies—up to 1,000. To this end, we have already launched a Sandbox for product testing, and we plan to provide startups with computing power and help small businesses integrate AI into their processes.

  • Digital Sovereignty: We are building our own infrastructure—the AI Factory and a national language model (LLM). This will keep data within the country and enable technologies to better understand the Ukrainian language and our context.

A strategy serves as a roadmap for making AI beneficial to everyone. This vision can be refined through discussion, and you have the power to influence the final direction the country takes in the field of AI.
